I would be grateful if anyone could help with translating the above two terms (about Russian grammar / semantics, apparently introduced by Koschmieder) into English.

See below pieces of text where these terms (and their derivatives) are used:

1.1.2. Wie KOSCHMIEDER (1965: 60) richtig andeutet, hängt der Unterschied nicht-zeitgebunden
: zeitgebunden mit dem Unterschied generisch : spezifisch zusammen, ist
aber nicht mit ihm identisch. Es gibt generische zeitgebundene VHen vom Typ A trinkt
jetzt, früher hat er geraucht. Auch können unabhängig voneinander der VHT und die VH
generisch oder spezifisch sein.

Der VHT und die VH sind generisch: eine Hand wäscht die andere. Nur wenn
sowohl der VHT wie die VH generisch sind, ist der SV außerzeitlich.6 Außerzeitlichkeit
ist andererseits, wie gezeigt, nur das eine Extrem auf einer Skala verschiedener Grade
von Zeitgebundenheit. Die ,,logisch gerechtfertigte Scheidung der allgemeinen, außerzeitlichen
Sachverhalte und der Aussagen über allgemeine Eigenschaften konkreter
individueller Subjekte“ (114) betrifft nur den Unterschied zwischen zeitgebundenem
und zeitungebundenem VHT. Die VH ist in beiden Fällen generisch. Wenn zudem der
VHT (vgl. 115) als Gottheit oder als naturgesetzlich wirkende Kraft aufgefaßt werden
kann, so entspricht dies zwar dem Unterschied zwischen generischem und spezifischem
VHT, macht aber für dessen Zeitungebundenheit und mithin die des SV keinen
Unterschied.

  -> Thanks, Yorkshireman; I guess it is conceivable that some may have translated it in that way. I think anti-temporal, if such a thing exists would be 'against'. Ahistoric doesn't mean anti-history, just outside of it or not dependent on it, for instance.
