'B#' is familiar to me. Written out I might choose '3rd basement level', though '3rd basement floor' is also very common. In some contexts you could even leave out the 'level/floor' entirely, just writing '3rd basement.'

Going up numbers are one offset in US-English because the EG is denoted as the first floor, going down the numbers are identical.

For dedicated parking garages, I am used to seeing 'lower level 1/2/etc.' (and 'level 1,' 'upper level 1/2/3/etc'). For garages under buildings, sometimes numbers are written in rising sequence even though the floors continue down (P1, P2, P3, P4).
