The title looks ungrammatical and would only work if somebody rewrote it as one word: Millionenforschungsprodukt. Occasionally, Austrians use constructions that are standard over there, but would be considered ungrammatical in Germany. But I don't think this is one of those instances. It looks like you may have stripped information from the title without realizing that you cannot get a proper translation without at least supplying a generic placeholder that would keep the same structure in place.
