German term or phrase: Amtsrat
Il s'agit de l'employé d'un consulat allemand qui s'occupe du registre civil (dans ce cas un contrat de mariage). Je n'arrive pas à trouver le terme en français.

Pour info, en anglais il s'agirait de "senior administrative official".

Amtrat désigne un principal, un chef de service. S'il n'y a qu'une seule personne en charge de l'état-civil, officier de l'état-civil peut suffire. Avec plusieurs personnes au service de l'état-civil, responsable de la section état-civil me semble plus approprié.
