Chyba bym tak napisała, pytanie jednak, czy nie jest to zbyt potoczne.
Druga propozycja: "jaki jest puls społeczeństw", zależy od reszty tekstu, na ile jest "kulturalny".
Funkcjonowanie sugeruje bardziej organizację społeczeństwa, zasady jakie nim żądzą itd. Puls z kolei bardziej pasuje do ogólnej kondycji, może nawet prędkości życia i podobnych rzeczy. Kierowałabym się zatem kontekstem.

Może uda Ci się jakoś to wkomponować?
Np. znajomość aktualnych trendów społecznych w PL i DE i wiedza, "co w trawie piszczy".
Albo jakoś podobnie.
