In order to make some sense, perhaps you can combine Transphy's and my answer and express it as: This area is surrounded by 'υπερυψωµένα στηθαία από σκυρόδεµα' and filled with 'αµµοχαλικώδεις άγονες στρώσεις'

Notes to answerer
Asker: Hi, Kyriaco, thanks for your input. I can see the term 'filled' used with reference to the 'αµµοχαλικώδεις άγονες στρώσεις', makes sense, but how can the area be 'filled' with 'υπερυψωµένα στηθαία από σκυρόδεµα'? I'm not familiar with this, so any help is greatly appreciated.

Asker: Thank you, Kyriaco, I indeed combined both your answers. Have a lovely day ahead!

agree  Peter Close: Although 'εγκιβωτισμός' generally means 'placing into boxes' or 'encasing', 'is filled' is really the only alternative that works in this particular passage of text.
