Regarding Mihailolja's comment that it could also be "clothes airer", this is true, but I would not recommend it for Greece, because, in England, we normally "air" clothes to prevent them from getting damp in the wet climate. In England, most houses have an "airing cupboard", which is heated, so as to protect the clothes from becoming damp or so as to dry them more thoroughly after air drying them outside.

If the "απλώστρα" is of the type that is attached to a veranda railing, it would be better to call it a "clothes rack" or "clothes dryer". If you don't know what type it is, it would be safer to describe it as a "clothes rack" or "clothes dryer", because these terms can apply to all types of "απλώστρα".
