I'm sure they mean a continuous strip along the middle of the motorway. What's new to me is the addition of the word κτιστή to the Greek term. All the examples I've seen (a fair number of google hits) are from Cyprus. Perhaps this reflects some new standard, some new upgrade of Cypriot motorways.

Dear Philip, I opened the link and thank you for bringing it to my attention. I read:
"On divided roads, including expressways, motorways, or autobahns, the central reservation (British English), median (North American English), median strip (North American English and Australian English) or central nature strip (Australian English) is the area which separates opposing lanes of traffic."
Dylan did not specify the answer had to be BE (one may only deduce it)

I think what Evdoxia is referring to is a bit different. First, it's an American term and I think Dylan is looking for British English; second, the divisional island is a small section that helps to delineate an intersection. The raised, constructed divider that runs along the middle of a motorway or other highway is (or used to be) called the "central reservation" in the UK. Wikipedia agrees with me:
