I am a little bit confused in case of this college diploma. This document is called diploma and then I see
.....מעניקים לג' פלוני תואר הנדסאי

I would think תואר הנדסאי translates as a Degree in Practical Engineering, but then it doesnt make sense to me, because its a college diploma.

Could anyone possibly solve my confusion? THank you.
