Hebrew term or phrase:

Proprietor

Explanation:
Although the term dealer as explained by Sandra & Kenneth is correct for עוסק
Here, understandably you are looking for another term as the word dealer has problematic connotations when referring to cannabis.
Therefore, I would suggest the use of the word proprietor.
A sole proprietor is an accepted term for an עוסק מורשה, so I would opt for this term.

Asker: that is not the meaning. the proprietor may be someone else, not the person applying for a license, for example. I chose the term operator, and I hope that flies better. Thank you!

Asker: Thank you

dealer

Explanation:
This is the standard term for a business that is not a corporation, irrespective whether it sells medical cannabis or translations. If the dealer collects VAt, it is called an "authorized dealer". A small business under a certain taxable amount is called an "exempt dealer" and does not collect or transfer VAT.

I would definitely NOT use the term marijuana, which is indeed the street name of the plant. This is cannabis used for medicinal purposes and there absolutely nothing wrong with using the accepted terminology with it.

Asker: I really cannot use the term "dealer" with marijuana with straight face. In this context it has only one meaning - and that is NOT the one I need. I am looking for a business operator, and i chose that term. Thank you!

Asker: Wish that would be generic enough. Unfortunately, in this business each one - Grower - Distributor - Trader is a specific link in the chain of the generic עוסקץ Still struggling...

Asker: Theses are great options but will not do for this manual. The client chose to go with "stake holder" with elaboration, which probably covers all. Thank you
