It's based on "מעֹנה אלהי קדם" (Deut. 33:27), but deliberately misuses "מעון" as denoting the sky, rather than as only alluding to the sky in the context of the previous verse ("רֹכב שמים בעזרך"). I think that only the most obstinately scholarly translation could get away with literally translating "who dwells in abodes" and including a footnote.
