They do have "חליפין": See: http://img39.imageshack.us/img39/3848/scan1wn.jpg It's a similar story with the Academy: See: http://img855.imageshack.us/img855/7859/capture2wd.jpg They're both pretty clear that the meaning of "חליפין" always has something to do with "exchange/barter". This is ok if you want to accept that the sentence is saying: "...is an important element in preserving social resources [for an exchange of?] political ones in Israel". Possible, sure. Another possibility is that it's a mistake and should say "לַחֲלוּפִין", which is deemed worthy by Even-Shoshan: "לַחֲלוּפין תה"פ בִּמקום הקודם, באופן אלטרנטיבי. ההפך: " However, turning away from dictionaries and looking at real usage, you can find plenty of occurrences of "לחליפין" online, which can be separated into: 1. Instances where it appears alone and it really does mean/translate well as "exchange" in English. 2. Instances where it appears alone, but can only really mean "alternatively" and should probably have been written "לַחֲלוּפִין"...if you're a prescriptivist. 3. Instances where it co-occurs with "או" and appears thus: "או לחליפין" and it can be best translated as "or rather, or even, or alternatively". PLEASE NOTE CONFIDENCE LEVEL. If in doubt, I'd make your best judgement call and use a translators note to indicate the situation/the ambiguity. |

and/or Explanation: Reading the whole sentence, I sense that this is the meaning here ... "an important foundation for preserving the social and/or political resources in Israel," meaning that this is a way to sometimes look out for social resources and sometimes for political resources and sometimes for both. It's almost like using a slash ... social/political. |
