Rumah-rumah adalah bagian dari Kendaraan Bermotor jenis Mobil Penumpang, Mobil Bus, Mobil Barang, atau Sepeda Motor yang berada pada landasan berbentuk ruang muatan, baik untuk orang maupun barang.

From engineering and design perspective, rumah-rumah has the following features:

(1) Penelitian rancang bangun dan rekayasa Kendaraan Bermotor terhadap rumah-rumah sebagaimana dimaksud dalam Pasal 131 huruf a paling sedikit meliputi:

Explanation:
'Rumah-rumah' as defined by PP 55/2012 = part of a motorized vehicle [...] that rests upon a platform in the form of a storage space, both for people and goods.

The definition given in PP 55/2012 does not denote 'trailer', as I previously thought. It doesn't say anything about towing.

Compartments are built as part of a motorized vehicle and can hold passengers or goods.

Asker: Thank you for your detailed and informative reply. As a result of all three contributions I have decided that the best word to use for my client would be "housing" and wonder if that is how it came to be rumah-rumah in Malay. One definition of housing in thefreedictionary.com is 3. Something that covers, protects, or supports, especially: a. A frame, bracket, or box for holding or protecting a mechanical part: a wheel housing. So this embraces the ideas of a mounted structure, a compartment and uses the word house as in doghouse. Sadly I cannot divide the points so I feel it is fairer to not award any.
