Indonesian term or phrase: penyelenggaraan
In Law No. 3 of 2002 on National Defence, the terms 'penyelenggaraan', 'menyelenggarakan' and 'diselenggarakan'are repeatedly used. Given the many possible meanings, I am interested to know -- from someone working in the field, preferably a native-speaker working in government in Indonesia -- how best to translate 'penyelenggaraan' in the context of this law. There's 'management', 'organisation', etc, but they don't seem right. I've thought of using 'provision', recalling that the US Constitution says "... to provide for the common defense ..." In fact, the Indon law also uses 'pengelolaan' for 'management', so it is clear that the drafters of the law meant something else by 'penyelenggaraan'. In the context of national defence, what is the best way to convey the meaning of 'penyelenggaraan'?

This does seem to be a good fit. I suspect that the meaning encapsulates both administration and implementation, although administration is more 'active', while implementation seems 'passive'. I will use 'administration' for 'penyelenggaraan', 'administer' for 'menyelenggarakan' and 'administered' for 'diselenggarakan'. I am very grateful for your advice.
