not sure what the "libero" is supposed to mean - perhaps that it's a leaft/sheet of gold that is not fused with the background material. My internet search of the term "oro zecchino libero" only brings up the site you cite.

agree  Neptunia: "libero" seems to be the opposite of "decalco" which is stuck to tissue paper for handy application. It probably doesn't need to be specified here because loose gold leaf is the normal/traditional kind.
