I have found the source. There are various: this is one https://www.mise.gov.it/images/stories/normativa/Allegato n ...

They are all appendixes for applications to the Ministry of economic development for grants for R&D projects. So you have to say whether the project could generate additional income or alternative income (substitute or replacement income which would mean the same thing) for whatever production process the project would replace. What comes to mind would be windmills instead of coal mines to generate alternative income from the alternative wind energy.
The grants tend to mention the word sustainable.

  -> I think it is slightly more appropriate in the context of sustainable development. I did suggest it in the discussion before Alison posted. Then when I found the actual context, which nobody else has I thought I'd post it.

Surely the sostitutivi is inot stand-alone but qualifies ricavi aggiuntivi or incrementali as per a similar G/hit text - see the second example sentence: a bad debt recovered and written back, capital gain made on assignment of receivables or recovery of damages cf. marginal rate of substitution for tax purposes.
