So, clearly this is not the same as the production phase, as it states this as coming after the fase realizzativa.

I wonder if it could be the "pilot stage": "When a person or company decides to create a new series, they develop the show's elements, consisting of the concept, the characters, the crew, and cast. Haven't taken the time to really look into it, but the distinction may be between the production process as a whole (fase di produzione) and the principal photography or actual shooting of scenes (fase realizzativa/realizzazione).

In both cases whoever came up with the concept for the series would have to be intimately involved.

In the ITA Wikipedia article below, Ctrl+F instances of realizzare/realizzazione and you'll find it used to mean "make" as well as "shoot", whereas produzione refers to production. But it's just one ref.
