through any legal proceeding Explanation: Having Googled parts of the term, I've come across this page on Wikipedia: https://it.wikipedia.org/wiki/Controllo_di_legittimità_costi... It appears that "in via d'azione" and "in via d'eccezione" refer to different methods the court uses to evaluate if something respects the constitution or not. I don't really understand it properly, but I'm sure as an Italian you will be fine.
