In my case, however, it refers to a rectangular "label" for want of a better term with the most important info regarding the report:

Explanation:
That's how it's used on architectural drawings. The "legend" on a drawing (usually found at bottom right) is the basic reference info about the project and that specific drawing, which is visible even when the drawing is folded. That way, when working on site with large printed sheets of paper, you can find the drawing you need without unfolding multiple sheets of paper.
