This interesting article gives the English equivalent as POWDER BLUE which would work well for clothes.

In any case, there is much controversy about shades of blue even among English speaking countries so I'd pick the nearest shade and used the term most used to describe colour of clothing.

When I was a young boy, sugar was sold this way, no packages of course, and the grocer made the packet by hand, the paper was this particular colour, hence the name I suppose.

Distant blue


Explanation:
Personally, I would avoid baby blue, which is much more pastel and brighter than carta da zucchero. Carta da zucchero is a bit darker, certainly less pastel.

According to the RAL color chart, the corresponding name in English is Distant Blue.

agree  Giada Riva: My BA thesis was on translating colours, especially shades of blue perceived by Italian speakers and English speakers, through a survey. Grey blue or blue grey were what most English speakers picked for what Italians called Carta da zucchero.
