A questo proposito, devo ricordare che durante quella sorta di botta e risposta di comunicati ufficiali sulla convocazione della CSCE, che si sviluppò fra 1969 e il 1972 fra il Consiglio Atlantico e il Consiglio del patto di Varsavia, il primo a rompere il fronte occidentale del no alla convocazione della conferenza, fu proprio Aldo Moro, allora ministro degli Esteri, nel corso del Consiglio Atlantico. E ciò avvenne per sua intima convinzione senza dubbio, ma, mi sembra giusto ricordarlo, su ispirazione di quel fine diplomatico di Luigi Vittorio Ferraris, allora direttore dell’ufficio competente per materia al nostro Ministero degli Affari Esteri.
Col senno di poi possiamo dire che fu una decisione assai lungimirante perché le clausole del terzo paniere di Helsinki, prevedendo tutta una serie di impegni a rispettare le libertà degli individui in tutti i paesi europei costituirono un importante appiglio per i cittadini dei paesi membri del patto di Varsavia per rivendicare quegli spazi di dissenso e di libertà, che poi furono usati per metter in discussione e indebolire i regimi comunisti dell’est, e far fiorire movimenti come la risolutiva Solidarnosc polacca.

agree  Assiolo: ViBe, может: http://kazan.tulp.ru/gosudarstvo-organy-vlasti/otdel-sotsial... . Если кого-то всё-таки смущает "ведомство", можно сказать "отдел". "Allora" можно перевести как "в то время"; или "который тогда возглавлял".
