Japanese term or phrase: 他事考慮
I have run into this term in a document about pension fund management.

In the link below, 他事考慮 is explained as follows: 本来考慮しなければならないことを考慮せず、あるいは、ことさら無視し、または、その逆に本来考慮すべきものでないものを考慮し、あるいは過重に評価する。

Is anyone aware of a suitable/established English translation?

Thank you in advance!

English translation:Not considering or underestimating the things that really matter
Explanation:
The long answer is "considering or overestimating things that are irrelevant but ignoring the things that really matter." I'm not aware of an established translation.

考慮しなければならないことを考慮せず -> ignoring the things that really matter
本来考慮すべきものでないものを考慮し、あるいは過重に評価する -> considering or overestimating things that are irrelevant

他事 may be translated as "someone else's business" but may be more appropriate to interpret as "things or matters that are irrelevant" in the legal context.

他事(たじ)
「ほかのこと。 その人に関係のないこと。 余事。 よそごと。」

過重に評価 could be overestimate, overvalue, overate , etc. depending on the context.

not taken into account

Explanation:
The results for this on a Weblio term translation are "not taken into account" and "unrelated matter consideration". I would suggest that the first half of your sentence says something like "Without considering anything that is not normally taken into account, ". As in they are not taking any further considerations than the usual set of things to consider.

misplacing the focus of importance

Explanation:
There are many ways to convey the meaning. The above is one suggestion. Depending on how the term is used in the source, you can say something like judging based on something irrelevant or less important.
