Sorry I made a mistake in response to another person's suggestion. You can realise dreams as much as plans but come true is still very much about dreams I would say.

I realise the desired answer has already been picked but:

'Not so much as create a successful plan but also ...' as the speaker is looking beyond the plan in question which he hopes to succeed with but also looking at other things.
