借主 and 入居者

Japanese term or phrase: 借主 and 入居者
These are terms from corporate employee documentation... it's about housing support provided by the company for relocated employees. I've searched online and I can't find a clear distinction for any of the terms in this post.

How would you translate the following?:
民間借上社宅 - Private sector rental housing? Private company housing?
自社借上社宅 - Company-owned housing? The company's own housing?

Both are in the following sentence: 転勤者に対し、提供する自社借上社宅が無い場合、会社は民間社宅を借受け、それを転勤者に提供する

And a second pair of confusing (for me) terms from the same document: "入居者" and "借主" and "貸主" and "家主"

As far as I can tell "入居者" and "借主" are usually used interchangeably, as are "貸主" and "家主", but in this instance the document is trying to make a clear distinction... the best I've come up with so far is:

"入居者" and "借主" = "tenant" and "borrower"
"貸主" and "家主" = "landlord" and "property owner"

All appear in the following 2 sentences, can anyone help me with these terms as well?

会社は、入居者に対しては貸主を会社、借主を入居者として住宅使用契約を取り交わすものとする。
前項にかかららず、法人契約が不可能な場合については入居者と家主との契約とすることができる。
