Japanese term or phrase: 毎月支払いとして返金に応じない。
I am slightly confused by the use of として in this sentence from a property lease about payment of monthly rent. Any help appreciated.
Does this simply mean that the Landlord will not accept a refund as a monthly payment?
Or does it mean that no refunds of monthly payments can be made? (Is there an implied word omitted)
Thank you!

Explanation:
I suspect that this is an 悪文, i.e., either that "として" is simply faulty grammar or that "毎月支払いとして" was pasted from some other source without adjusting the grammar to match the rest of the sentence. But I cannot be sure without seeing the complete sentence, or perhaps even the complete paragraph.

I do suspect it to be faulty grammar, an impression that is reinforced by the second part of that sentence. Searching around online, I don't see "返金に応じない" being used on its own, at the end of a sentence or clause, but instead always modifying a noun, and in these cases "応じない" is not a contractual condition but instead a failure to fulfill an obligation.

Notes to answerer
Asker: Thanks - I guess it is faulty grammar as you say. That is the whole sentence. Paragraph as follows. 1 賃料は月額金 XXXX円とする。 2 1か月に満たない期間の賃料は日割計算した額とする。 3 毎月支払いするときに,返金に応じない。

Asker: Whoops. I typed it wrong on no, 3.としてnotする時に! 1 賃料は月額金XXXX円とする。 2 1か月に満たない期間の賃料は日割計算した額とする。 3 毎月支払として返金に応じない。
