There's an increase in malfuctioning, and then the operator has to shut it down / manually intervene. "tedashi"/ "tedasuke" has the sense of "intervention".

I was able to find one reference that says it means stopping the machine.. which counts as a manual intervention, and does make sense in the context.

However, what choko means in this case, that's totally beyond me... Now I want to know!

自動調整/手動調整ではなく、一旦製造ラインを止めて介入することだと思います。従って「問題」なのです。
手動で行う微調整なら問題にはならないでしょう。
