I know that 某 is generally used to mean "a certain" (as in "a certain hotel", etc.), but can it also be a humble way of saying "I"?

Below is the dialogue as it appears in the text:

太守殿。某は丁承淵。あなたの副官を務めます。

It sure seems to me that the term in question means "I" since the character is essentially offering his assistance.
