The first two characters, I believe could be pronounced as either せきしゅ or あかで the second two are くうけん and the third pair is カリフオルニア. Google Translate came up with Unarmed California. Haven't been able to find it in any internet search or dictionary.

This is the context in which it appears. It's a preface to an address directory of the residents of an internment camp where nikkei Japanese were held in 1942.
