Volunteer Activities in [Prefecture's Name]: Explanation: This type of 'kenkatsu' is a difficult one in English. Saitama's web page has 'Prefectural Citizen's Activities' (http://www.kenkatsu.or.jp/). But that sounds fairly stilted. Looking at the type of activities that fall under this title it's mostly volunteer work, so perhaps 'volunteer activities' is a more natural fit.
