立地自治体だけの問題ではないとの意識も広がり、社会の理解や納得が不可欠となった。

I would write something like 'be convinced', but I feel it lacks '(be convinced ) OF SOMETHING':

The awareness that nuclear power plants are not an issue only for hosting local governments has become widespread, and it has become essential for society to understand and be convinced.

So I was wondering whether it would be a good technique to change it to a noun, e.g. 'the understanding and X of society has become essential'? - I just cannot seem to find a suitable noun that conveys the sense of being convinced.

"It has become essential for society to understand and be won over"

"Win over" would be stronger than convince and have a more positive nuance.
