川勝県政を理解するキーワードの一つは、知事が繰り返し言っている「脱官僚から活官僚」。民主党政権が政治主導で脱官僚を唱えたのに対し、官僚を使うことで施策実現を目指すというものだ。

就任後は自分の考え通り、空港部、知事退職金を廃止する条例を県議会で可決させた。県幹部職員の再就職（天下り）状況の公表に踏み切り、日本航空（ＪＡＬ）に運航支援金を支払わない方針を打ち出した。

自ら「富士山の日」と決めた２０１１年２月２３日には、１人の女性が産む子どもの数に近い合計特殊出生率を、１０年後に２（０９年は１・４３）とするなど、無謀な目標値を掲げた新しい県総合計画を公表し、「ふじのくにづくり」のスタートを高らかに宣言した。

その一方、知事と政策論議をしようとする幹部を更迭する非情さも見せた。１１年３月に発表された県幹部人事では、定年まで残り１年だった石川俊一健康福祉部長が出納局長に「飛ばされた」（民主党県議）。当時の県首脳は「石川部長は知事と議論してしまうから。知事は職員とは議論しない」と更迭の理由を説明した。

順調に見えた川勝県政も、１１年４月の県議選で自民党が過半数を回復すると変調を来してきた。知事与党である民主党系会派の勢力が後退し、議会運営が厳しくなったためだ。

開票日翌日の定例記者会見で、知事は突然、「今、３人目の副知事を考えております」と切り出した。副知事は最重要人事案件とされる。しかも、県議会の同意が必要だ。県議選以前なら実現できたかもしれないが、県議会の反発で撤回に追い込まれた。

１２年度の予算編成では、肝いりで始めた「家・庭一体の住まい」のモデル住宅団地建設が、自民党の反対で白紙撤回に追い込まれた。予算編成過程で、知事が自民党を説得する場面は見られず、県幹部による調整だけでは限界があることを露呈した。

相次ぐ教員不祥事を受けて設置した「教育行政のあり方検討会」は、当初は「教育委員会の存廃を含めて議論していく」予定だったが、「教育行政の実態を県民にさらす」ものになるなど、実現はしたが看板倒れとなった施策もある。

ある県幹部は「県職員は、本当に県民のためになるのか、すべての可能性を検討して施策を考えるべきなのに、現状は『知事が言っているから』で通ってしまう。それで、結果について責任が問われないから気楽だ。県職員の立案能力が低下しないか心配だ」と指摘する。
