Hi everyone - I have come across this type of notation in a text concerning a directive by MEXT.

I am unsure as to what the first number might mean - it seems like it might indicate the year of the Japanese calendar, but quite a few entries do not match. Any ideas?

The top line appears to reference an academic year, 22 reference document, number 1801. Perhaps they follow this method. Start of academic year would be 22 then the first entry would be #1 written in Japanese as 1号.

Above we have an example entry. The lower states Heisei year then month and date:平成23年4月1日

Heisei year 23, April 1st.

This is the date that the entry was written.
