I'm trying to keep two terms separate: 油圧室 and 流体動作室.

I think it makes sense to translate 油圧室 as hydraulic chamber
But what about 流体動作室 => operating fluid chamber? Is there a better term for this?

Thanks for looking. (Context just says that the oil flows in and out of 流体動作室.)

I've seen some patient texts that use 'working fluid working chamber' as the translation, though it conveys nothing to me:

IMHO, 'working chamber' will be enough in the context as long as you indicate what it is used for (flow in and out of operating fluid, etc.).
