'final' welds (as opposed to 'temporary' welds) Explanation: 2 points might help here: 1/ This sentence might have been clearer if "がちであるが" had been followed by "、それは...[.... 多い] のである”、 because the explanations supplied subsequently only confirm the reason for the first observation made. 2/ everything becomes clear once the purpose and processing place of tack welding is understood. Tack weld is generally described as 仮付け (a 'temporary' weld), to hold in place unwieldy parts (eg. large thin-wall tubular sections mostly see: url) pending 'final' welding'. So the issue here is NOT to choose one OR the other for the production process, because whenever tack welding is used, final welding follows. The issue is whether or not to do away with it altogether and just use production welding for all operations: securing in place and finishing the weld, and this for the reasons pointed out in the sentence you supplied (thank you for that!
