What does '一定配慮して' mean in this context?

「核実験による被害者たる市民」とは誰なのであろうか。1949年から90年までに、「放射性降下物による汚染領域」である、「実験が行われた全期間を通じて住民の被曝線量が0.1レムを越える領域」に居住したり、労働に従事したり、もしくは軍役(徴兵を含む)についたりした市民が、「核実験被害者」であると、セミパラチンスク核被害者社会的保護法で規定されている。

「放射性降下物による汚染領域」と定めた地域の外側にもある一定配慮して、セミパラチンスク核実験被害者が、柔軟性をもって同法で規定されていることは、核被害地域を捉えるうえで、注目してもいいだろう。
