Does this make sense to you? I have a little difficulty picturing this dielectric layer being in between different layers and this is also layered with a contact layer, which means the contact layer is one of the layers sandwiching the dielectric layer. Is this the case?

"Insulating layer" is OK, I think, instead of "dielectric layer." But it is usually referred to as dielectric layer, which is usually SiO2 for a silicon device.
