And the translation of the English concept of capital improvement:
-A capital improvement is the addition of a permanent structural change or the restoration of some aspect of a property that will either enhance the property's overall value, prolongs its useful life, or adapt it to new uses.

-Capital Improvement Costs means costs incurred or to be incurred in connection with replacements and capital repairs made to the Mortgaged Property which would be capitalized in accordance with GAAP.

有益費 is not interchangeable with 共益費. I think 有益費 is a part of 共益費, but 有益費 only refers to those of capital nature.

Yes, it can refer to any capital improvement for the benefit of all the occupants, and does not necessarily need to be limited to common areas.

Asker: Are you not thinking "共益費", rather than "有益費", or do you know these are interchangable?

Asker: I am in agreement it means something to do with capital improvement. However, in this particular example I don't think it referred to common areas. Would you say it can also refer to capital improvement that is not in a common area?
