Number/Ratio of Call Restrictions Explanation: The phrase is used when, in times of high cell traffic (e.g., after an earthquake) the cell providers place restrictions on call origination to keep the network stable and open for emergency services / govt. etc. When this is enforced, users are sometimes able to leave messages but cannot connect actual calls.
