Japanese term or phrase:

So my question is: Is there any special term for "towing a ship or a caisson for over 25 nautical miles"?

Thank you in advance.

Explanation:
...Finding 回航 in contexts pointing to a wide and general meaning, like a) in your queried sentence, as well as specialised ones like b) in the same sentence

Moving barges or caissons requires a navigation insurance cover.

The semantic polyvalence of 回航 is used to interesting effect in your sentence:
- the same<i/> term is used to contrast<i/> two operations usually considered as involving fairly different skills and risks (moving vessels through the still waters of a harbour/river/canal, vs. ocean navigation);
- but the repetition of that same term does reinforce the point of the sentence: i.e. regardless of those differences the same prudential rule applies to both types of situation.<i/>
---------------------
In specific contexts, it is suprising to see 回航 associated with opposite directional information:

bring out, bring round, turn back, double back, be on one's way, make out to sea,...

to bring out<b/> a warship

d/
The ship is to be brought round<b/> after making temporary repairs to her damage.

Therefore, trading merchants had to navigate ships constantly without staying in Hakata long.
----------------------

曳航 does specify towing<b/> (as opposed to pushing<i/>, as barge trains usually are, from Point A to Point B).
So, if both terms are used together in contrast (回航と曳航), and if there is a point to this, then rendering 回航 as "pushing<b/>" [and/or towing] might be appropriate.

My apologies for this bolding attribute through out! I must have forgotten to close one of those early html mark-ups...
Serves me right! I did not preview this one, once the spell check done.

Example sentence(s):
