Liceity is a different concept from merely allowance, which is important to note here because a simple lack of allowance would seem to run counter of the liberty mentioned in the beginning, which would distort the sense of 'positive' liberty as mentioned here.

  -> Actually, it doesn't contain the 'any'. It's more of a 'that which' thing. Which means the same, but I wouldn't like to put too much stress on it.
