"Wetland settlers" would sound more modern to my ear, but given the context, I would go for something more contemporary, e.g. "swamp settlers" or "marsh settlers" (depending on the nature of the pelkė in question).

... and thanks for putting me on the right track (that of Otto von Bismarck) in my further search. I've found several instances of 'bog settlers' (in British and German sources), but will use 'peat bog settlers' in my translation.
