Lithuanian term or phrase: šatulinė kolonizacija
Prūsijos hercogas Friedrichas Wilhelmas, siekdamas sustiprinti valstybės karinę ir finansinę galią, sumanė savo iždą papildyti iš miškų pajamų. XVII a. 2 pusėje Prūsijos hercogystės šiaurėje, ypač M. Lietuvoje, jis pradėjo vykdyti didelę vidaus, vadinamąją šatulinę kolonizaciją, kurios metu valstiečiams buvo dalijami Prūsijos hercogui priklausančių miškų plotai, juose kuriami kaimai ir viensėdžiai (vok. Schatullsiedlungen).

The term 'šatulinė kolonizacija' is actually explained in the sentence as 'internal colonisation', yet I am wondering if there exists an English equivalent. British/American sources are more than welcome.

buvo vadinami šatulninkais, skatulninkais. Tie šatuliškiai,
kurie girioje gaudavo nuosavybėn ūbus Kulmo teise, vadinami šatuliniais
kulmiškiais (Schatullkolmer). Jie irgi priklausė kulmiškių,
tai yra smulkių feodalinių savininkų, sluoksniui.

Explanation:
While internal colonisation is more common and something I have heard of, I agree that it is not necessarily government run. Ducal colonisation does not exist, but government colonisation does. When the results are filtered, most turn out to be irrelevant. 'Government sponsored colonisation' is something I have heard of. Other verbs were not as popular like encouraged and supported. And this will take care of the treasury aspect.
