I looked at your source document. See the first link for a download of a Powerpoint presentation with a contextual use of "closed framework". Another English use appears, in an excerpt from a table of contents at the second link, as: "The three basic types of framework: the closed framework
without a second-stage mini-competition, the closed framework with second-stage mini-competition, and the open framework"

Asker: Thanks, Charles, but your links had to do with agreements and procurement. Mine has to do with budget allocations to the university sector on the basis of performance-based financing. I'm wondereing whether "scope" might be more fitting in this context.
