Norwegian law usually consider preliminary reports and drafts prepared for the parliamentary process in passing a law as a source of law, something I believe UK and US law does not, as that legal system relies more on common law.

rettskilde = source of law, but I think 'rettskildegrunnlag' should probably be translated as legal authority
