Climate report. Section on municipal planning where it talks about "geografiske kommunedelplaner" and "tematiske kommunedelplaner (for eksempel miljøvernplan, klimaplan)". I have not found a satisfactory, i.e. official translation of this term, but it must exist. Found only a few dodgy ones like "partial plan" and "sector plan" but not convinced.

If you look in Odin, you will find numerous documents referring to kommunedelplaner, kommuneplaner and fylkes(del)planer. The term "Kommunedelplaner" is used to refer either to so-called "thematic" plans concerning areas such as sport and physical activities, environmental protection, etc. or to plans concerning geographical areas of individual municipalities. I have seen various translations of "kommunedelplan". The commonest seem to be "municipal sector plan" and "sectoral municipal plan". Høgskolen i Telemark has a course in municipal managemement with a course description in English, where kommunedelplan is translated as both as "municipal sector plan" and "sectoral municipal plan".

The most usual translation of "kommuneplan", which you find in a number of Acts, regulations, etc. is "municipal master plan".

Kommunedelplanen er en del av kommu-neplanens arealdel, men kan for eksempel være en mer detaljert utdyping for et geo-grafisk område som tettsted, kystsonen, fjellområde med tilhørende plankart og bestemmelser. En kommunedelplans arealdel har formelt samme innhold, be-handlingsform og rettsvirkning som en kommuneplan, men er gjerne mer detal-jert.
Det kan også utarbeides kommunedelplan for et bestemt tema.

I must admit I was a bit sceptical to using anything with "sector", as this could be misleading in the sense that the plan referred to a specific sector within the municipality. Curiously this term is not used in the Building and Planning Act either. But I bow to your vast experience in this area, Richard. Many thanks for all contributions!

You will actually find quite a few references for climate, environmental geographic zoning on the Internet. Rather than \"sectorizing,\" etc., that is what I would use.

Urban area development plan is what I see in L&H for kommuneplan, which is what in the US is precisly \"zoning\" or \"zoning plan.\"

Explanation:
"Kommunedel" and "municipal district" were paired in an early translation of kommuneloven. A later translation omits the adjective "municipal" but retains "district".
