Norwegian to English translations [PRO]

Norwegian term or phrase: ligningsbehandling
This is an early stage in the process of settling on a final tax. In this case, it's when Oljeskattekontoret has reviewed a submitted tax return preliminarily and is seeking additional information and/or proposing changes to the taxable amount.

I'm torn between "tax assessment processing" and "tax assessment review", but neither feels all that good to me. It's not really a "hearing" in the sense that is used in legal English, nor is it a "tax audit" as used here in the U.S. Is there a commonly used term in translating this to English? I want something specific to the Norwegian process if it's out there.
