Are they talking about a pension payment in arrears? Or a back payment? This is from a first-time application for a retirement pension, so I don't see how any money could be owed back to the recipient, but I'm not sure how else to read this.

Payment of arrears is more precise, but the way I would translate that is not direct.

Etterbetaling; etterbetale
Top-up payment; pay a top-up

Explanation:
I'm unsure what Chris/tine S. is agreeing with but, being in a UK 'etter-ikke-betaling' state pension predicament myself, think - or guess- in American that there is a third 'top-up' or 'supplement' way of looking at the matter.

BTW, in BrE at least, there is a difference between payment in arrear - end of period - and payment of arrear's', namely to catch up with delayed payment.

Kirkeby forlag NO/EN dictionary entries: additional or supplementary payment (US!) back pay (e.g. of wages).

Example sentence(s):

neutral  Christopher Schröder: Top up makes me think of paying *into* a pension. They're paying out now what you were entitled to before but didn't get. /// I don't think this is topping up the pension in the US sense either
