I lys av våre funn kan man spørre hvorfor myndighetene skal stimulere FoU-innsats i foretakene som er så markedsorientert som SkatteFUNN-ordningen gir opphav til?

I've written the following but this needs to be improved, and I just can't see it...
In light of our findings, it could be asked why the authorities should stimulate R&D activity in the enterprises that are as market-oriented as the SkatteFUNN scheme brings about?

No wonder you're struggling. Making heads or tails of the source sentence is hard enough in Norwegian. Is it for instance the R&D efforts or the enterprises that are market-oriented? Might as well leave the Englsh readership guessing, as must the Norwegians. Gi opphave til = fathers (v), but I feel promotes would sound better than brings about.
