issued / published herewith
Explanation:
This phrase simply indicates that the technical, logistical, and industrial requirements for the armored vehicle are issued with the Army Commander’s Ordinance (Portaria do Comandante do Exército). This requirements are listed in the Ordinance itself.

It seems to be a common practice in the Brazilian Army to use this expression in official orders / ordinances. For example, here’s an excerpt from an ordinance in which the high commander approved a glossary of Army-related terms:

“Art. 1o Aprovar o GLOSSÁRIO DE TERMOS E EXPRESSÕES PARA USO NO EXÉRCITO (EB20-MF-03.109), 5a Edição, 2018, que com esta baixa.”

Note: The Glossary is attached to the “Portaria”.

Here's another example from Universidade de São Paulo (USP), showing that the expression means "published / issued herewith". In this particular case the Bylaws (Regimento) were published with the Resolution (Resolução). There is no question in my mind this is the right translation. http://www.leginf.usp.br/?resolucao=resolucao-no-4236-de-29-...
