Vital Statistics in the US of A and which, in the UK, would refer to a woman's proportions.

It is demographic data (based on civil registration data, in the most part). Vital statistics data does not identify the individuals concerned.

I agree with TechLaw DC that conservatorship is a good equivalent term for curatela (conservatee = adult under a legal disability, e.g. Britney Spears). I do not agree that curatorship is a good equivalent term for tutela, because it can apply to both adults and minors. Moreover, curatorship is a civil law term (cf. Louisiana Civil Code) which few common lawyers will be familiar with. Guardianship is a better option. Likewise, I do not agree that guardianship is a good equivalent term for interdições. Interdição, in relation to persons, is a court order that prevents a person from exercising their legal/civil rights. The closest legal term in English is legal/civil disability.

My translation would therefore be Civil Registrar of Personal Legal Disability, Guardianship and Conservatorship.

Tutela: The position of a person, who has the legal obligation to care for and protect the interests and property of minors, who are orphans, or whose parents are unable to perform those parental obligations.

Curatela: The position of a person, who is subject to a legal obligation to care for and protect the interests and property of adults, who are unable to do so; e.g. the mentally incapable, deaf-mutes, who are unable to communicate effectively, spendthrifts, absent persons.

The translators problem is that good equivalent term in EN, in both cases, is guardianship.

Trusteeship is far too general a term to properly express the specific meaning of curatela.

In Scots law, curator bonis is equivalent to both curador and tutor in PT, as no distinction is made between minors and "idiots" (sic). Curatory means guardianship or the assets administered by a curator.
